Preheat the oven to 350 degrees.
Use a 9 x 13 baking pan. Tear a large piece of parchment paper and place it into the pan, set aside.
In a large bowl whisk together the flour, baking powder, and salt, set aside.
Using a stand mixer, beat the butter and the sugars until light and fluffy.
Mix in the eggs and vanilla, beating on low speed until incorporated.
Stir in the dry ingredients on low speed until just combined. Mix in the chocolate chips.
Spread the batter into the baking dish.
In a small bowl, mix the cinnamon and sugar. Sprinkle the cinnamon-sugar mixture over the batter.
Bake for 25 minutes. Cool on a wire rack for 1 hour before frosting.
